CHAPTER :EDUCATION AND HEALTH IN HARYANA

The human resource ploys a vital role in the overall development of any economy Development of human resource particularly in the area of education and health is of paramount importance. Government of Haryana is committed to provide quality education and healthcare to its all citizens.

Haryana lies on 22nd place in India in terms of its literacy rate. The Literacy of Haryana was only 20%, before becoming a state which later increased 75.6% as per Census 2011. The female literacy rate of the state is 65.9% and male literacy rate is 84.1%. Gurugram has the highest literacy rate (84.7%) and Mewat has the lowest literacy rate (54.1%) in Haryana. Haryana Board of School Education was established in the year 1969 in Chandigarh in order to encourage school education in the state. It was later transferred in Bhiwani district.

Education in Haryana

Development of education in the state of Haryana can be seen on three levels i.e. Primary, Secondary and Higher level. These are discussed below:

School Education in Haryana

Primary and Secondary education are the base pillars of the school education. According to Economic Survey 2018-19, the state of Haryana has 3320 Secondary and Senior Secondary schools. Both government and private schools are there in Haryana.

The government schools are administered by the education department of the State Government, through Haryana Education Board. Established in 1969 at Chandigarh, it was later shifted to Bhiwani in 1981. Majority of the private schools are affiliated under CBSE. Both government and private schools are there in Haryana.

Government Schemes for School Education

To remove the regional disparities and to provide equality and improve the educational status of both male and females, the State Government has made many steps, which are discussed below:

Beti Bachao Beti Padhao Programme This programme was launched by Prime Minister Shri Narendra Modi on 22nd January, 2015 at Panipat district. Noted wrestler Sakshi Malik has been named as brand ambassador of this scheme in Haryana. In the year 2017, on the occasion of Independence Day, ‘Beti Ka Salam Rashtra Ke Naam’ was celebrated in the light of ‘Beti Bachao Beti Padhao’ programme. On this occasion the highest educated girl of the village was invited in the school to hoist the National Flag of India.

Saakshar Bharat Abhiyan It is a centrally sponsored scheme for Adult education launched in 2012, is operational in ten districts of Haryana, namely : Bhiwani, Faridabad, Fatehabad, Gurugram, Hisar, Jind, Kaithal, Karnal, Mahendragarh and Sirsa.

Aarohi Model Schools A scheme to open 36 Aarohi Modal Schools in Educationally Backward Blocks in Haryana was launched by Government of India in 2011-12. The main objective of the scheme is to provide quality education to the children of educationally Backward Blocks from class 9th to 12th. From the year 2015-16, this programme has now been adopted by the State Government under state plan. These schools are considered ideal for the nearby areas in Haryana in terms of their basic infrastructure and equality education.

Right to Education On 3rd June, 2011, the State Government of Haryana notified the Right of Children to Free and Compulsory Education Rules, 2011, under the Right to Education Act. Under this act, the State Government is providing free text-books, practice books and school dress to all children of the state.

Punjabi Language Scheme In the year 2010, Punjabi language has been provided the status of second language in the state by the Government of Haryana. The students studying in 9th and 11th classes with second language subject in Punjabi language are eligible for scholarship on the basis of merit in Punjabi language in Middle Examination (8th class) and Matric Examination (10th class) as conducted by the Board of School Education Haryana. The scholarship is t 50 per student per month during 9th and 10th classes and Rs.75 per student per month during 11th and 12th class.

Cash Award Scheme This scheme was launched in the year 2008-09 by the Government of Haryana. Under this scheme, one time cash amount is given to all Scheduled Caste boys and girls for purchase of school bags, uniform and stationary goods. Free Text-books Scheme This scheme was launched in the year 2008-09 by the State Government of Haryana. Under this scheme, free text-books are provided to all Scheduled Caste students studying in classes 9th to 12th.

Rajiv Gandhi Scholarship Scheme This scheme was launched in the year 2005-06 for the high and senior secondary school students. Under this scheme, one student each in boy’s category and girls category in each school in the 6th to 12th classes who stood first in the preceding classes are awarded with the scholarship. The scholarship for middle class school students is ^ 750 and for high and senior secondary classes students is 1 1000.

Dr. Ambedkar Medhavi Chhattar Sansodhit Yojana This scheme was launched in the year 2005-06. The aim of this scheme is to encourage the merit amongst Scheduled Castes and Backward Classes students of Haryana.This scheme is only for the students of Haryana.

Mid-Day Meal Scheme This scheme was introduced in all Government primary schools, local bodies and State Government aided primary schools on 15th August, 2004.

Free Education for Girls The State Government provides free education to all girls up to Graduation level. It also provide free transport service to the girls of Mewat and Morni regions in Haryana.

Residential Schools and Bachpan Pre-schools Residential schools for girls are opened in every educally backward block of the state under the Kasturba Gandhi Balika Vidhyalaya scheme, in order to encourage girl education. Residential schools have been established in Panipat for physically challenged students. Many Bachpan pre-schools have been opened by the Voluntary Organisations in the state for the children of working labours nearby their workplace.

 

Department of School Education, Haryana

It is located in Panchkula district. It was established in 1966. The department is responsible for hiring and employing the school teachers for the Government schools of Government of Haryana. It also runs the Haryana Board of School Education that conducts the school leaving examinations.

Higher Education in Haryana

The main objective of the Haryana Government is to provide its youths quality education along with employment. According to Economic Survey 2018-19, out of the total 149 Government colleges of Haryana, 64 colleges are exclusively for girls.

During state formation year in 1966, Haryana had only 6 Technical Institutes (4 State Level and 2 Government Aided), but during 2018-19, the state has about 309 technical institutes. The Higher Education of Haryana is divided into four categories. These are technical education, medical education, vocational education and agriculture education.

Major Universities in Haryana

Kurukshetra University

It is located in Kurukshetra. It was established on 11th January, 1956. It is a state university. This university was inaugurated by Dr. Rajendra Prasad, the first President of India. The university has a manuscript museum which was established by Pandit Sthanu Datt Sharma. Starting with only the Department of Sanskrit, it has grown into a multi-faculty University as one of the premier centres for advanced study and research in the region.

Chaudhary Charan Singh Agricultural University

It is located in Hisar. It was established in 1970. This university won the Indian Council of Agricultural Research’s Award for the Best Institute in 1997 and in 2017. It is popularly known as HAU.

It has a very large campus and has several research centres throughout the state. HAU was initially a campus of Punjab Agricultural University, Ludhiana. After the formation of Haryana in 1966, it became an autonomous institution on 2nd February, 1970.

Maharshi Dayanand University (MDU)

It is located in Rohtak. It was established in 1976. Established as Rohtak University, it was renamed as Maharshi Dayanand University in 1977. Its important colleges are established at Bhiwani, Faridabad, Gurugram, Jhajjar, Mahendragarh, Palwal, Rewari, Panipat, Rohtak and Sonipat districts. The university offers courses in a number of fields of study at the undergraduate, postgraduate and doctoral levels. The university shares a campus with IIM Rohtak.

Bhagat Phool Singh Mahila Vishwavidhyalaya (BPSMV)

It is located in Khanpur Kalan (Sonipat). It was established in 2006. It is the first women’s State University of Haryana. The university has established the Centre for Society- University Interface and Research (CSUIR) which offers innovative programmes like Integrated Energy Resource Management, Micro-Finance Practices, and Folk Medicine etc. BPSMV is the first and only Indian University to establish UGC Area Study Centre for Indie-Asian Studies.

State University of Performing and Visual Arts

It was established as Integrated Campus of the Government Technical Institution(s) Society in 2014. It is located in Rohtak. It has the objective to facilitate and promote studies and research in emerging areas of higher education with focus on new frontiers of Design, Fine Arts, Urban Planning and Architecture and Film & Television and also to achieve excellence in these and connected fields.

Kalpana Chawla Government Medical College (KCGMC)

It is located in Karnal. It was established in 2017. The college was established in the name of Kalpana Chawla, the famous astronaut. It is affiliated to Pandit Deen Dayal Upadhyay University of Health Sciences, Karnal and approved by Medical council of India. It is associated with Government Hospital, Karnal which serves as the teaching hospital. State University of Performing and Visual Arts.

The National Dairy Research Institute

It is located in Karnal. It was established in 1923. It was expanded and renamed as Imperial Dairy Institute in 1936 and was known as National Dairy Research Institute after independence in 1947. The National Dairy Research Institute as the premier Dairy Research Institution undertakes research, teaching and extension activities towards dairy development in the country.

Being the National Institute, it conducts basic and applied research with the objective to enhance animal productivity and also to develop cost effective technologies for the benefit of the teeming millions. Further, the Institute provides high quality manpower to meet the human resource requirements for the overall dairy development in the country.

Indian Institute of Wheat and Barley Research (IIWBR)

Directorate of Wheat Research is located in 1978. It was established in 1978. It was upgraded to Indian Institute of Wheat and Barley Research in the year 2014. Its objective is to ensure food security of India by enhancing the productivity and profitability of wheat and barley on an ecological and economically sustainable basis and making India the world leader in wheat production.

Adoption of molecular approach to complement conventional wheat improvement programme is one of the recent initiatives taken up by IIWBR through a research network project.

 

 

National Institute of Animal Genetics

It is located in Karnal. It was established on 21st September, 1984 at Bangalore in the form of twin institutes namely National Bureau of Animal Genetic Resources and National Institute of Animal Genetics and then shifted to Karnal in 1985.

The two institutes were merged to function as a single entity in the form of National Bureau of Animal Genetic Resources (NBAGR) in 1995. This premier institute is dedicated to work with its mandate of identification, evaluation, characterization, conservation and utilization of livestock and poultry genetic resources of the country.

IIM (Indian Institute of Management) Rohtak

It is located in Rohtak. It was established in 2009. The vision of IIM Rohtak is to be a global leader in the creation and dissemination of management knowledge and a global learning centre in due course of time.

The primary mission of IIM Rohtak is to develop leader managers with a sense of excellence, strong social commitment and a passion for value system.

Government Schemes for Higher Education

Some government schemes for higher education in Haryana are as follows:

EDUSAT Project This scheme was launched in the year 2006 by the Government of Haryana. The main aim of this scheme is to provide education through satellite system. Through EDUSAT (Education Satellite), education is being broadcasting in Primary, Secondary college level and Technical institutes. This project was started through Soft Skill Project. More than 25 lakh students have been benefitted through this scheme.

Soft Skill Project This project was started in 6 Government colleges in Haryana in the year 2005-06. The aim of this project is to enhance the ability of students, and provide them training skills and interpersonal skills for BPO (Business Processing Outsourcing) and ITES areas.

Rajiv Gandhi Education City Project This project was started in Kundli area of Sonipat district in 2006 by the Government of Haryana. It is considered that this project will work effectively in the fields of higher and technical education. Indias first and only design university, the world University of design has been established in Rajiv Gandhi Education City, Sonipat in 2017.

Community Development Through Polytechnics (CDTP) CDTP scheme is centrally sponsored scheme operational in the 16 Government and Aided Polytechnics and 3500 candidates have been trained in various trades during 2017-18.

English Lab These labs for girl students have been set up in the government colleges of Haryana. The main aim of this scheme is to encourage use of the English Language in education and enable students for self-study.

Women Girl Empowerment Scheme Under this scheme, separate rooms are constructed in all government colleges in the state. The main aim of this scheme is providing education on topics which are associated with male-female relations.

Rajiv Gandhi National Fellowship for SC/ST Candidates Under this scheme, scholarship/fellowships are provided to the meritorious students of SC/ST who want to enrol in M.phil and PHD by the Government of India. This scheme was introduced by Ministry of Tribal Affairs and Ministry of Social Justice and Empowerment, Government of India.

 

Technical Education

At the time of inception of Haryana state in 1966, there were only 6 polytechnics and one Regional Engineering College at Kurukshetra. At present, there are 4 state Technical Universities and 320 technical institutes functioning in the state.

Guru Jambheshwar University of Science and Technology

It was established on 20th October, 1995 at Hisar. It was established to impart education on the frontiers of Technology, Pharmacy, Environmental Studies, Non-conventional Energy Sources, Mass Media and Management Studies. The objectives of the University as enshrined in the Act are to facilitate and promote studies and research in emerging areas of higher education with focus on new frontiers of and also to achieve excellence in these and connected fields.

 

 

Deen Bandhu Chhotu Ram University of Science and Technology

It was founded in 1986 by the Government of Haryana in memory of Sir Chhotu Ram. It was then known as the Chhotu Ram State College of Engineering until the government of Haryana upgraded it to University on 6th November, 2006.

It is located in Murthal (Sonipat). The objective of this university is to facilitate and promote studies and research in emerging areas of higher education with focus on new frontiers of Science, Engineering, Technology, Architecture & Management.

JC Bose University of Science and Technology

It was formerly known as YMCA Institute of Engineering, Faridabad. It was established in the year 1969, as a joint venture of the National Council of YMCAs of India, Govt of Haryana, and the Central Agencies for Development Aid. In 1996, State Govt, of Haryana took complete control of the Institute and upgraded it to University status in December, 2009.

It is loacted in Fridabad. The objectives of this university are to contribute to the development of science and technology by synthesizing teaching, research and creative activities and to provide an enviable research environment and state-of-the art technological exposure to its scholars.

Haryana State Board of Technical Education

It was established on 6th May, 2008 by the State Government to impart Diploma Education in the field of Engineering & Technology, Architecture, Pharmacy, Management, Accounts, Applied Art & Crafts. It is located oin Panchkula district. Its main objectives are as follows:

  • To create Technological Capacities (Technician, Engineer, Scientist & Manager Level) near to developed Nations.
  • To produce technical manpower capable of accepting global challenges and employable.
  • To prepare work force for unrecognised sector through Informal Technical Education.

 

Health Scenario of Haryana

In Haryana, all the health services have been modernised by the State Government under which Registration of Birth and Deaths Rules, 2002 has been enforced. In order to improve the urban health services especially for the slum dwellers, Haryana Government launched State Urban Health Mission. Haryana became the first state to launch such a scheme in India. Urban Health Centres have been established in the area which have a population of approx 1 lakh.

Government Schemes for Health Development

The Government of Haryana have implemented several schemes for the development of health in Haryana. These schemes are discussed below:

Limited Cashless Medical Services Scheme This scheme was launched on 30th November, 2017 for the Government employees and pensioners. Presently, it is applicable only for 6 life threatening conditions. Around Rs.5 lakh per person is fixed as the maximum ceiling in this scheme.

Mukhya Mantri Muft Ilaj Yojana This scheme was launched on 1st January, 2014, Under this scheme, 7 types of services are being provided free in the state e.g. surgeries, laboratory tests, diagnostics, OPD, medicines, referral transport and dental treatment.

Swasthya Aapke Dwar Scheme The Government of Haryana launched this health scheme on 1st November, 2003. Its aim is to improve the health services and create health awareness among people of Haryana.

Deen Dayal Navajat Shishu Suraksha Yojana Under this scheme, the Government of Haryana has planned to provide new born care kit to all mothers delivering in public health care institutions.

Revised National Tuberculosis Control Programme To control the Tuberculosis (TB) a ‘Revised National Tuberculosis Control Programme’ has been enforced in 5 districts of Haryana namely, Faridabad, Gurugram, Jind, Karnal and Sonipat.

Rashtriya Swasthya Bima Yojana This scheme is operated by Employees State Insurance Corporation. Under this scheme, an annual insurance of Rs.30,000 is being provided to people.

Rashtriya Bal Swasthya Karyakaram It is a child health screening and early intervention services programme for providing comprehensive care to all children from birth to 18 years of age.
