CHAPTER :SOCIAL WELFARE SCHEMES IN HARYANA
The Government of Haryana has started many social welfare schemes for the people belonging to socially and economically backward classes. These schemes will help them for the upliftment of their status and will provide them equality and justice in life.
Some of the important welfare schemes of Haryana are discussed below:
Schemes Related to Women and Child Development of Haryana
Swarna Jayanti Bal Dugdh Yojana
Swarna Jayanti Bal Dugdh Yojana was launched in Haryana on 1st November, 2016 to tackle malnutrition in the school going childern. Under this scheme, Children from Class 1 to 8th of Government Schools will be given 200 ml milk along with the mid-day meal. By launching this scheme, Haryana has become the only state to provide 200 ml milk to school going childrens.
Pradhan Mantri Matru Vandana Yojana (PMMVY)
Government of India has renamed Indira Gandhi Matritva Sehyog Yojana as 4 ‘Pradhan Mantri Matru Vandana Yojana (PMMVY) from 1st January, 2017. The scheme is being implemented in all the districts of the state in accordance with the provision of the National Food Security Act, 2013 with cost sharing ratio between the centre and the states 60:40. Under this scheme, every pregnant and lactating mothers are being paid Rs.5,000 in 3 installments on fulfilling specific condition related to maternal and child health.
Sakhi Scheme
This scheme was started by the Department of Women and Child Development, Haryana, on 31st August, 2015. It is especially launched to provide help to those girls who are victims of sexual harassment, mental harassment, rape survivors, victims of dowry harassment, domestic violence by father or husband and other atrocities.
Sakhi is the Haryanas first One Stop Centre which is located at Karnal. This centre will provide legal advice, medical aid and police assistance to victim women. Haryana Government has also proposed to open 6 new One Stop Centres (OSC) like Sakhi in its six districts, namely Gurugram, Faridabad, Hisar, Rewari, Narnaul and Bhiwani.
Beti Bachao-Beti Padhao Campaign
This scheme was launched by the Prime Minister Narendra Modi on 22nd January, 2015 at Panipat district. It aims to prevent gender biased sex-selective abortion, ensure survival, education and empowerment of the girl child. The Nodal agency of this scheme is Department of Women and Child Development. For the year 2018, Anu Kumari, who secured second rank in Union Public Service Commission (UPSC), has been named as the Brand Ambassador for Beti Bachao-Beti Padhao Campaign in Sonipat. Beti Bachao-Beti Padhao Campaign of Haryana includes the following schemes which are discussed below.
Aapki Beti – Hamari Beti This scheme was launched by the Chief Minister of Haryana, Manohar Lai Khattar, on 8th March, 2015, on the event of International Womens Day. The aim of this scheme is to eliminate the sex-selective abortion, increase child sex-ratio and provide education to girls in the state. Under this scheme, a cheque of Rs.21000 will be given to the first girl child, who belongs to the families of Scheduled Castes and Below Poverty Line (BPL) and has born on or after 22nd January, 2015. This cash amount can be used by the girl in her education or marriage. In the same way, all second girl child born on or after 22nd January, 2015 of all families will get Rs.21000. This scheme is operated by the Department of Women and Child Development, Haryana.
Haryana Kanya Kosh This Kosh was launched by the Chief Minister of Haryana, Manohar Lai Khattar, on 8th March, 2015, on the event of International Womens Day. It is expected to increase the amount of this Kosh to Rs.100 crore. This Kosh has been set up for the development and progress of girls and women of the state. The aim of this Kosh is to develop such an environment where women and girl may have equal rights of development and empowerment. This Kosh is used under the name of Aapki Beti-Hamari Beti.
Sukanya Samriddhi Yojana This scheme is a part of Beti Bachao-Beti Padhao Scheme. The main aim of this scheme is to address gender imbalance in the society and creating a positive discrimination in favour of the girl child. This scheme is to encourage parents of girl child to invest on her name. The account can be opened form birth of a girl child till she attains the age of 10 years. The minimum deposit amount is Rs.1000 (per month) and maximum is Rs.1.5 lakh (per annum). The deposited amount would get 8.1% interest rate. A girl child, who attained the age of 10 years, one year prior to notification will also be eligible for this account scheme. Parents can deposit the amount for a period of 15 years only. The depositor can withdraw 50% of the unmatured amount for marrriage of a girl of 18 years age or for her higher studies.
Mission Indradhanush
This mission was launched on 7th April, 2015 in Haryana in order to immunise children and pregnant women against certain fatal, but presentable diseases. Under this scheme, children are given seven vaccines e.g. Diptheria, Tetnus, Polio, Hepatitis-B, Tuberculosis, Measles and Pneumonia. Intensified Mission Indradhanush was launched on 7th October, 2017, in four districts of Haryana, namely, Mewat (Nuh) Palwal, Faridabad and Gurugram (urban area). Its target is to cover about 90% of children and pregnant women and provide the intensive immunisation.
SABLA Scheme (Rajiv Gandhi Scheme for Empowerment of Adolescent Girls)
This centrally sponsored scheme was launched by Haryana Government on 22nd March, 2011 in its 6 districts, namely Hisar, Ambala, Rohtak, Rewari, Yamunanagar and Kaithal. The main aim of the scheme is to make adolescent girls strong physically and mentally and enable them for self-development.
It covers adolesent girls of the age group 11-18 years. Under this scheme, adolescent girls are given training to improve their nutrition and health status, to promote awareness about Adolescent Reproductive and Sexual Health (ARSH) and family and child care, to upgrade their home-based skills and vocational skills and to access education/learning.
Ladli Social Security Allowance Scheme
This scheme was launched by the Government of Haryana on 1st January, 2006 for the families having only girl child/children and one of the parents who have attained the age of 45 years. An amount of Rs.1800 per month is provided to any of the parents who attained the age of 45 years till their 60th birthday. After 60 years, parents will be eligible for Old Age Samman Allowance Scheme.
Ladli Scheme
In order to stop the female foeticide and raise the sex-ratio in the state, the Department of Women and Child Development launched ‘Ladli Scheme’ in Haryana on 20th August, 2005. This scheme is especially for those parents who have two girl child. Under this scheme an incentive of Rs.5000 per year will be provided to those parents for 5 years whose second girl child is born on or after 20th August, 2005.
Devi Rupak Yojana
This scheme was launched by Ministry of Health and Family Welfare, Haryana, on 25th September, 2002. The main aim of this scheme is to control population growth, eliminate discrimination between boys and girls and to check the declining trend in the male and female sex-ratio of the state.
Swayamsidha Scheme
This scheme was launched in the year 2001 which is dedicated to women s empowerment. This is a Self Help Group based programme. This scheme was started in 6 districts of Haryana under which 13 blocks have been covered. This is being operated with the help of Indian and State Governments.
Nutrition Programme for Adolescent Girls
This programme was implemented by the Government of India on a pilot basis for the year 2005-06. Two districts of Haryana, namely, Ambala and Yamunanagar were selected for this project. Under this programme, all the adolescent girls of age group 11-19 years got 6 kg wheat for 3 consecutive months under Public Distribution System (PDS).
Indra Bal Swasthya Yojana
This scheme was launched by the National Rural Heath Mission Haryana. This is a preventive health scheme which aims to screen all children accessing public health and education facilities like schools and anganwadis, for diseases, disabilities and deficiencies, and refer them for free follow-up treatment, if required. This programme courts children from 6-18 years which makes Haryana the only state in India to have a single preventive health care measure which comprehensively covers this age group.
Apni Beti Apna Dhan
This scheme is launched by Central Government of India and is being implemented by Chandigarh. The main aim of this scheme is to improve the status of girl child and provide them financial help. For this purpose, the girl child is awarded Rs.2500 on her birth and is deposited in the name of the girl in the children career plan. After completion of 18 years the girl get an amount of Rs.25000 and after attaining the age of 22 years, she will get an amount of Rs.35000. For this scheme the applicants can contact to Anganwadi Centre or Social Welfare Office at district level.
Schemes Related to Pension
Haryana Government has started many pension related schemes which are discussed below.
Vidhur Pension Yojana
This scheme was launched by the Chief Minister of Haryana in the Financial Budget 2017-18 for widowers. This scheme provides pension to those widowers who have lost their wives for any reason. Under this scheme, the State Government will provide a monthly pension of Rs.600 to a widower. By implementing this scheme, Haryana has become the first state in India to launch such type of scheme for men.
Old Age Samman Allowance Scheme
This scheme was launched by the Department of Social Justice and Empowerment, Haryana, for the people of age group 60 years or above. Haryana is the first state, where all the widows, old age people and destitutes get pension on a regular basis on every 7th day of each month. On 1st November, 2017, the monthly pension has been increased from Rs.1600 to Rs.1800 which is given from 1st January, 2018.
Widow Pension Scheme
This scheme was started by Haryana State Government for the widows and destitute women of 18 year of age and above who will get a regular pension. Under this scheme, Rs.1800 per month is given to these women which was increased in November, 2017 from, Rs.1400 to Rs.7800 per month. This pension is given to those women who have no other financial support and her own income from all sources is below Rs.2 lakh.
Pension to Differently Abled Persons
This scheme was introduced by the Department of Social Justice and Empowerment, Haryana. Under this scheme, a pension will be given to those persons who have 60% disability (earlier it was 70%). The aim of this scheme is to make all the differently abled persons self-dependent by providing pension on a regular basis. The scheme provides Rs.1800 per month as a pension which was Rs.1600 before 1st November, 2017.
‘Thari Pension-Thare Pass’ Pension Scheme
This scheme was launched by the Chief Minister of Haryana, Manohar Lai Khattar, on 4th August, 2015 in Chandigarh. It is a social security scheme. Under this scheme the beneficiaries would get their pension direct in their bank account which eliminates any kind of mediation.
State Samman Pension for Freedom Fighters
This scheme provide pension to the freedom fighters and their widows. The amount of this scheme, has been increased by the State Government from Rs.20000 to Rs.25000 per month on 15th August, 2017. It also includes a fixed medical allowance at the rate of Rs.750 per month.
Schemes Related to Insurance
Haryana Government has started many insurance protections schemes. Some of these are discussed below:
Rajiv Gandhi Parivar Bima Yojana
This scheme was launched on 1st April, 2006, by the State Government to provide social security to its people. Under this scheme, the State Government will provide Rs.1 lakh to all the age group of 18-60 years who have faced accidental death or permanent disability.
A person will get Rs.50,000 when losses his/her two limbs, two eyes, one limb and one eye (any of the two parts of body). If a person losses any one part of his/her body i.e. one eye or one limb, he will get Rs.25000.
Devi Rakshak Yojana
This scheme was launched by the Haryana Government on 2nd October, 2003. It is also known as ‘Devilal Jansuraksha Bima Yojana’ . Under this scheme, a compensation of Rs.1 lakh will be given to the affected families after the death or permanent disablement of their sole earner, Rs.50,000 when losses his/her any of two body parts and Rs.25,000 when losses his/her any one body part.
Surakshit Bhavishya Yojana
This scheme is for the welfare of anganwadi workers and helpers. These workers get Rs.100 per month per person which is invested in LIC every month. An amount Rs.50,000 is given to the family of the anganwadi worker after his/her sudden death.
Schemes Related to Employment
Saksham Yuva Scheme
This scheme was launched on 1st November, 2016. On the occasion of Haryana Swarna Jayanti Varsha, it provides monthly financial assistance to the unemployed post-graduates. The unemployed post-graduate youths will get Rs.6000 for honorary assignment for work of 100 hours in different departments, boards, corporations and registered committees of the state. They will also get Rs.3000 as unemployment allowance. This scheme also included unemployed graduates who get Rs.1500 as unemployment allowance.
Unemployment Allowance Scheme
This Scheme was started on 1st November, 2005, for the unemployed youths of Haryana. Under this scheme, Rs.900 per month will be provided to a person who have passed 10+2 examination or its equivalent or 2 years certificate/diploma course from Haryana, Rs.1500 per month will be provided to a person who have passed graduation or 3 years certificate/diploma course.
Schemes Related to Scheduled Castes
Educational Facilities
Boys students of Scheduled Castes from class 1st to 12th, get Rs.100 to 300 per month scholarship and Rs.1450 per annum direct allowance according to class by Educational Department. Likewise, girl students who belong to SC groups get Rs.150 to Rs.400 per month scholarship from class 1st to 12th, and Rs.1450 per annum direct allowance according to class.
Anusuchit Jati Chattra Shiksha Protsahan Yojana
This scheme was launched on 18th August, 2009 by the Haryana Government. Under this scheme, Rs.5,000 to Rs.14,000 per class per annum are given to SC girl students who are studying in Under Graduate/Post Graduate classes in science, commerce and professional courses. The aim of this scheme is to encourage the parents of SC girl students and to minimise the dropout of these girl students. The benefit of this scheme is given to those girl students whose family income is less than Rs.2.40 lakhs.
Indira Gandhi Priya Darshini Vivah Shagun Yojana
This scheme was launched on 14th May, 2005 by the State Government of Haryana. It is known as ‘Kanyadan Yojana’ and has now renamed as ‘Mukhya Mantri Vivah Shagun Yojana’ in the year 2015. Under this scheme, Rs.51000 are provided to daughters of widows, Rs.41,000 to daughters of Scheduled Castes family, divorced, destitute women, orphan and destitutes children, and Rs.11000 to the persons of all sections of society living Below Poverty Line (BPL) other than SC and BC (Backward Classes). An amount of Rs.31000 is also provided to sports women.
Housing Scheme for SC and DT (Denotified Tribes)
Families belong to Below Poverty Line in Scheduled Castes groups get an amount of Rs.50000 for house construction and Rs.1000 for repairing of house. This scheme is discontinued with effect from financial year 2016-17.
Mukhya Mantri Samajik Samrasta Antarjatiya
Vivah Shagun Yojana
This scheme promotes communal harmony, inter-caste marriages among Scheduled Castes and Non-Sheduled Caste groups. The State and Central Governments provide an incentive of Rs.1,01,000 (1 lakh 1 thousand) and one of the couples should be a Scheduled Caste and a permanent resident of Haryana. Earlier this incentive was Rs.50000 which was increased to Rs.1,01,000.
Mukhya Mantri Vivah Shagun Yojna
This scheme is being implemented to honour the girl child and to ensure that the girls from poor families and daughters of widows/destitute women, sports women and orphan girl child, are married gracefully. Under this scheme, an amount of Rs. 41,000 is provided to the person belonging to Scheduled Castes. Denotified tribes and Tapriwas Jatis living below poverty line, on the occasion of marriage of their daughters. It also provides Rs.11,000 to all sections of BPL categories other than SCs and families not listed in BPL but having land holding less than 2.5 acre or income less than Rs.1 lakh per annum. The State Government is also providing Rs.51,000 to the widows of all sections of society for the marriage of their daughter whose income is less than Rs.1 lakh per annum.

Haryana has become the first state in India to implement the use of injectable contraceptive as a family planning measure. This project was started by Ministry of Haryana with the assistance of Bill and Melinda Gates foundation. |
